My Lord,
With reference to Your Lordship's despatch 1982 of the 27th December ultimo and to previous correspondence on the same subject, I have the honour to acknowledge the Right Honourable Earl of Derby's
amount of the duty; but if the English system of laying the duty, not when the quantity of spirit, but when the strength of proof spirit in it were adopted, the stronger spirits would pay more as they ought to do, to the one real difference would be significantly remedied; but perhaps it will be better to consider this fact when we have the Customs Report.
